Program Overview

About the Florida program

Florida certifications run under Fla. Stat. 381.986, the Florida Medical Marijuana Use Registry.
Office of Medical Marijuana Use (OMMU)

Miracle Leaf® is a state-licensed medical marijuana certification clinic network serving patients across Florida. Our Florida physicians provide evaluations for the Florida Medical Marijuana Use Registry under Florida Statute 381.986. To be clear about what these offices are, each Miracle Leaf® clinic is a doctor's office for program certification, not a retail storefront where cannabis is sold.

Florida runs one of the largest medical cannabis programs in the country through the Office of Medical Marijuana Use. A qualified physician must certify a patient before that patient can register with the state and purchase from a licensed Medical Marijuana Treatment Center. Miracle Leaf provides that physician evaluation and certification step at clinics throughout the state.

How the Florida medical marijuana program works

Under Florida Statute 381.986, the Office of Medical Marijuana Use administers the Medical Marijuana Use Registry. A state-licensed physician reviews your medical history, determines whether you meet a qualifying condition, and, if appropriate, enters a certification in the registry. The certification is the medical step. Registration with the state and any purchase of product happen separately, at a licensed treatment center, after the state approves your application.

The clinic itself does not dispense or sell any cannabis product. The treatment center is a separate, state-licensed business. This separation is set by Florida law, and it is the reason a certification clinic and a dispensary are two distinct things.

What to bring to your Florida evaluation

Plan to bring a valid Florida-issued photo ID or other proof of Florida residency, along with any medical records that document a qualifying condition. Seasonal residents who spend part of the year in Florida should bring proof of a temporary Florida address, because the state registry requires residency documentation before it will approve an application.

A physician makes the eligibility decision during your evaluation. Whether medical marijuana is appropriate for you is a clinical judgment, and no clinic can promise an outcome before a doctor has reviewed your situation.

Common questions

Frequently asked questions

Is Miracle Leaf a dispensary in Florida?
No. Miracle Leaf is a physician certification clinic network, not a dispensary. A qualified doctor evaluates whether you meet a qualifying condition under Florida law and, if appropriate, enters a certification in the state registry. Approved patients then purchase products from a separate, state-licensed Medical Marijuana Treatment Center.
What conditions qualify for medical marijuana in Florida?
Florida Statute 381.986 lists qualifying conditions including cancer, epilepsy, glaucoma, HIV and AIDS, PTSD, ALS, Crohn's disease, Parkinson's disease, and multiple sclerosis, plus a comparable class clause, terminal conditions, and chronic nonmalignant pain caused by a qualifying condition. A physician determines eligibility during your evaluation.
How much is the Florida state registry fee?
The base OMMU registry application fee is $75. When you pay online through the OMMU Bill2Pay portal, which is the path most patients use, a $2.75 convenience fee applies on top, for a $77.75 effective total. Paying by paper check by mail avoids the convenience fee. Patients pay the state directly. This fee is separate from the Miracle Leaf clinic evaluation fee.
How often do I renew my Florida certification?
A physician certification in the Florida program must be renewed periodically, and the state identification card is renewed on the schedule set by the Office of Medical Marijuana Use. Confirm the current renewal timing with the state agency or your clinic, since program rules can change.
Does Florida accept an out-of-state medical marijuana card?
No. Florida does not recognize medical cannabis cards issued by other states. Seasonal and part-year residents must complete a Florida certification and register with the state under the same rules as permanent residents.
